Measures effective Ownership of entities by Black South African Citizens
Compliance Target.: 25 % + 1 Vote (Black Owned) 10 % (Black Women Owned)

Measures the Control of entities by Black SA Citizens, this includes Directors, Top Management, Senior, Middle and Junior Management (e.g. supervisors) and Employees with disabilities, but excludes “other” in terms of Employment Equity. (e.g. general worker who are not managers)

EEA2&4 Plans need to be submitted in order to score any points should the entity be deemed designated per threshold (Schedule 4 of the Employment Equity Act) or employs more than 50 permanent employees. Proof of submission is required.

Workplace Skills Plans & Annual Training Reports & Pivotal Report needs to be submitted in order to score any points should the ME (Measured Entity) have a payroll of more than R500 000 and registered with the relevant Seta. Proof of submission is required. Training needs to be measured in the financial year of measurement.

Enterprise and Supplier Development (Includes Preferential Procurement, Supplier Development and Enterprise Development Initiatives)

Procurement measures who you are buying from – Suppliers would have to have valid BBBEE Certificates or Affidavits.

This element also measures the extent to which enterprises carry out Supplier Development and Enterprise Development initiatives.

For both Supplier Development and Enterprise Development a plan should be in place including; Clear objectives, Priority interventions, Key performance indicators and a concise implementation plan with clearly articulated milestones. An Agreement between the ME and the DO (Developing Organisation) should also be in place.

Compliance Target Supplier Development: 2% NPAT

Compliance Target Enterprise Development:1 % NPAT (2% ICT)

Initiatives that contribute towards Socio- Economic Development or Sector Specific initiatives that promote access to the economy for Black SA Citizens e.g. Donations
